The average person only has 5 liters of blood inside them. That's less than a single bucket. The bottom of the foyer is 10x10 feet, so about 3x3 meters giving 100 sqft / 9m^2 cross section. To fill even just that space up to waist deep (1 meter) would take 1800 people's blood, let alone the space occupied by the stairs (crossection 400 sqft/ 36 m^3).
Adventure writers have no sense of scale... You'd literally need tens of thousands of people to fill that volume. Filling it all up to 2 meters deep would be 18400 people, minus the volume taken by stairs which I'm too lazy to subtract, since it's immaterial anyway, it's still absolutely ludicrous amount.
