The reason why dog is used for turtles/tortoises is a Borat reference. "What type of dog is this?" There's also a general meme trend of [pretending it's a completely different animal], helped by lack of available words for all the different animals, but turtle -> dog is specifically a reference to that scene.
It helps that in game turtles have this friendly, docile nature that resembles irl dogs - no coincidence the turtle pope is a fan favourite. They're the only animal that won't *ever* attack you. In comparison, dogs in game are very aggressive mutated monsters and the word is originally meant to let players warn other players about them. Note that they're distinct from wolves, which are also enemy but not as aggressive and not monsters, but still, the only non-enemy wolf-like creatures are Blaidd the wolf dude and spirit summon of 3-wolf pack, ironically called Lone Wolf. There's a LOT of animal types in the game and their behaviour really helps immersion - big part of what makes the games fun.
