Hmm, I wonder how the GM is going to use the aiming beam dilating time now after Ben pointed it out.
I'm sure there are other game systems out there that do similar things, that's just the one I'm familiar with. And of course a GM can always do it on their own.
The plot die from the upcoming Cosmere RPG is designed to encourage this: it's an extra d6 that can be added to some checks to give Opportunities or Complications, the latter of which come with a small bonus to the check thus making it more likely to pass and create a "Yes, but…" dynamic. Complications (and Opportunities) can be used for a few simple mechanical effects, but are encouraged to be used for narrative twists and turns as well (through a dialog between player and GM)."Yes, but" is a great line in the repertoire of a good GM. Don't arbitrarily stop your players from doing cool stuff. If they come up with something cool or interesting, let them do it! Say: "Yes!"
But... introduce complications or twists. Something that makes an interesting situation even more interesting, or tricky.
