Hmm, I wonder how the GM is going to use the aiming beam dilating time now after Ben pointed it out.
"Yes, but" is a great line in the repertoire of a good GM. Don't arbitrarily stop your players from doing cool stuff. If they come up with something cool or interesting, let them do it! Say: "Yes!"

But... introduce complications or twists. Something that makes an interesting situation even more interesting, or tricky.
The plot die from the upcoming Cosmere RPG is designed to encourage this: it's an extra d6 that can be added to some checks to give Opportunities or Complications, the latter of which come with a small bonus to the check thus making it more likely to pass and create a "Yes, but…" dynamic. Complications (and Opportunities) can be used for a few simple mechanical effects, but are encouraged to be used for narrative twists and turns as well (through a dialog between player and GM).

I'm sure there are other game systems out there that do similar things, that's just the one I'm familiar with. And of course a GM can always do it on their own.
