SMBC has a minor theme somewhat similar to this. It's not quite a democratic council, but the villains have a regular meeting called the Association for effective villainy or the Annual legion of supervillains symposium or the Institute for statistical villainy (depending on which strip you believe) where they exchange their evil ideas. There's even a regular character Pterrorsaur, the foil who suggests a lesser evil plan first just so the villain of the day can explain why his plan is better. He appears both in the supervillain league and in two other strips where he just talks to a villain privately, but the second of those two show why the supervillain conferences are useful.
