For me that supervillain is a mad botanist with time travel powers. He Grew up in the U.S. where he got formal education in the modern science of dendrochronology. He took a pilgrimage to the exotic orient where he apprenticed under a mystic guru to learn the ancient secrets of the art of bonsai. Combining his knowledge from the two continents, he gained ultimate control over time through controlling the growth of plants.
