I had to go back and look too, but BB-8 was last seen in 2386 as Rose and Finn entered the sewers. The comic cuts away to Luke and Rey for several strips before cutting back to Rose and Finn entering the stables, giving us an indeterminate (but presumably sufficient) length of time for BB-8 to have made his way out of the dungeon and be in place for placing bets by the time the conversation with the stable hands has concluded and the race starts.Truly, how did BB-8 make the bet as well, being down in the dungeon?
Oh, I see: the picture showing BB-8 in 2400 where he places the bet has him still next to the knocked-out guard. Considering that's a very close shot to how we last saw him in 2836, I suspect it's just the CI's convention of using a shot from the last time a character appeared to indicate them speaking when not in a scene (as has been seen throughout the comic), and shouldn't be taken as an indicator of BB-8's location at that precise moment.
