In GIMP there's an option (called "quality") when saving a JPEG image to set the level of compression, on a scale from 0 to 100. I've occasionally played with it when saving images, and found that for (say) a generic photo I can drop it down to probably at least 65 without really noticing much difference (visually; the file size will have dropped quite a bit). Dropping it all the way down becomes very obvious, as the number of colors gets severely reduced (among other things). I've had a thought that it might be interesting to save the same image out at every level, and turn them into a video to see how the visual quality changes.
